“Children represent the future of the country and the country will do everything possible to support and protect the children so that they develop as strong citizens and have a bright future”, emphasised by PM Modi in a recent interaction.
The Central government has carefully deliberated the need to support children who have lost their parents due to COVID-19. Following the worthy cause, PM Modi has announced that all children who have lost both parents or surviving parents or legal guardian/adoptive parents due to Covid 19 will be supported under the ‘PM-CARES for Children’ scheme.
Let’s get to know more about this noble initiative.
Under the ‘PM-CARES for Children’ scheme, a fixed deposit will be opened in the name of the child. PM CARES will contribute through a specially designed scheme to create a corpus of Rs 10 lakh for each child when he or she reaches 18 years of age. The corpus will be used to provide a financial support/ stipend from 18 years of age for the next five years so that the child can take care of his or her requirements during the period of higher education. On reaching the age of 23 years, he or she will get the corpus amount for personal and professional use.
Moreover, the children who are under 10 years of age, will be given admission to the nearest Kendriya Vidyalaya or a private school as a day scholar. If the child is admitted to a private school, the fees will be paid from the PM CARES as per the RTE norms. Further, PM-CARES will also pay for expenditure on uniforms, textbooks and notebooks.
The Scheme also provides facilities to children who are between 11 to 18 years of age. Such children will be admitted to any Central government residential school like Sainik School or Navodaya Vidyalaya.
As per the existing education loan norms, the child will be assisted in obtaining an education loan for professional courses or for pursuing higher education in India. It is worth noting that PM CARES will provide an equivalent scholarship to children who are not eligible under the existing scholarship schemes.
In addition, all children will be enrolled as a beneficiary under Ayushman Bharat Scheme (PM-JAY) with a health insurance cover of Rs. 5 lakhs and PM CARES will also provide a premium amount for these children till the age of 18 years.
Along with the Central government, certain State governments have also put their best foot forward to lend a helping hand to those children who have lost their parents during the ongoing unprecedented health crisis.
Let’s get to know about these important measures undertaken by the State Governments
Uttar Pradesh government has announced that it will take every responsibility of those children who lost their parents during the second wave of covid-19 in the state. Under the ‘Uttar Pradesh Mukhyamantri Bal Seva Yojana’, the state government will provide financial assistance to a child’s guardian while those who do not have anyone to look after them, will be sent to children’s homes. Under the scheme, the government will provide a monthly financial assistance of Rs 4,000 to a child’s guardian or caretaker till he or she attains adulthood.

Besides, Karnataka Government has also announced the Bal Seva scheme, under which Rs 3500/month financial assistance will be given to guardians/caretakers and children not having guardians will be put in child care institutions. Moreover, for providing quality education, they’ll be admitted to model residential schools.

Apart from Karnataka and Uttar Pradesh, Assam’s Chief Minister Himanta Biswa Sarma has also announced an assistance of Rs 3,500 each month, for every orphaned child.
