Central Government has been supporting the efforts of States and UTs for effective management of COVID patients in hospital care, under the ‘Whole of Government’ approach since last year.. Since the outbreak of the pandemic in India, the Centre has been procuring medical devices including ‘Made-in-India’ ventilators, which have been distributed among states and UTs. Along with investing on ventilators, PM CARES have allocated fund for Oxycare system and for welfare of migrant labourers too. Maharashtra, Delhi, West Bengal, UP, Tamil Nadu, Gujarat, Bihar, MP, Rajasthan and Karnataka have been among the main recipients of the PM CARES Fund.
What is the PM CARES Fund?
PM CARES or ‘Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund’ is a public charitable trust. It has been set up as a dedicated national fund with the primary objective of dealing with any kind of emergency or distress situation by providing relief to the affected ones.
PM-CARES funds Made-in-India SpO2-based Oxycare system
On 12th May 2021, central government announced to invest 322.5 crore from the PM-CARES fund to buy 1.5 lakh ‘oxycare’ systems. Out of 1.5 lakh, sanction has been granted for 1 lakh manual and 50,000 automatic Oxycare systems along with non-rebreather masks.
Oxycare system helps to regulate oxygen flow, which is being administered to patients according to the sensed values of their SpO2 levels. SpO2 level or oxygen saturation is the percentage of saturation in the blood. It optimises the consumption of oxygen based on the SpO2 reading of the patient.
DRDO promotes AatmaNirbhar Bharat with PM CARES Fund
The ‘Oxycare’ system has been indigenously developed by Defence Research and Development Organisation or DRDO. This oxygen supply system was specifically developed for soldiers living at extreme high-altitude regions. It was crafted by Defence Bioengineering & ElectroMedical Laboratory (DEBEL), Bengaluru of DRDO. It is robust and is indigenously developed for operation in field conditions which could also be effective in the treatment of COVID-19 patients.
DRDO has always promoted Aatmanirbhar Bharat by providing timely COVID related assistance through COVID related technology, products, effective testing, COVID hospitals and certification of samples.
PM CARES funds PSA Medical Oxygen Generation Plants
On 25th April 2021, central government approved allocation of funds for installation of 551 dedicated Pressure Swing Adsorption (PSA) Medical Oxygen Generation Plants inside public health facilities in India. Fund used for it was to be taken from the PM CARES
PM Modi directed to make these plants functional as soon as possible and said that these plants will serve as a major boost to oxygen availability at the district level. Not only will it provide oxygen support in a timely manner to patients but will also help in enabling long term systematic augmentation of medical oxygen availability in a cost effective manner.
Earlier on 5th January 2021, PM Cares fund allocated Rs.201.58 crores for installation of additional 162 dedicated PSA Medical Oxygen Generation Plants inside public health facilities in India. The procurement was done by the Central Medical Supply Store (CMSS) – an autonomous body of Ministry of Health and Family Welfare.
PM CARES funded Made-In-India Ventilators run COVID hospitals
Ventilators tend to be an essential equipment when it comes to managing critical patients. If we look at the availability of ventilators in government hospitals during the first wave, numbers are not very satisfying. Moreover, most of the ventilators available were imported to India. PM Modi said last year this pandemic made us realize the importance of being self-reliant. During this pandemic, local manufacturers were encouraged to manufacture indigenous ventilators. It encouraged many first time manufacturers of the ventilators. Models went through rigorous screening, technical demonstration and clinical validation process in the very limited time.
During the first wave of COVID in India, PM Cares fund allocated 3,100 crore. Out of it, Rs 2,000 crore was earmarked for purchase of 50 thousand ventilators. Central government provided these Made-In-India ventilators to run COVID hospitals in all States/UTs.
Regarding glitch-free installation of ventilators, Health Ministry shared that State wise WhatsApp groups have been created with the concerned nodal officers of the States/UTs, representatives of the Hospitals and technical teams of the manufacturers. Purpose is to address any technical issues in real time. Dedicated email IDs of these manufacturers have also been shared with the States/UTs
PM CARES Fund has always stepped up its efforts to unite in India’s fight against COVID-19. Be it the first wave of COVID or second, Central government has always tried to fulfil the requirements of the country. PM CARES fund is proving to be of great help in doing so. It is creating or upgrading healthcare or pharmaceutical facilities, other necessary infrastructure, funding relevant research and providing other required support.
On 18th May 2021, PM Modi said with the help of the PM CARES fund, work is being done to install oxygen plants in every district hospital. Many plants are already functioning in district hospitals.
